ISD 270 - Hopkins Public Schools

Hopkins Public Schools has a Chinese Immersion program geared for elementary school students at XinXing Academy and another at XinXing West for junior high school students. Between the two school locations the school district employs 15 Chinese language teachers. Many of these teachers are here on an H-1B visa.

2017 Labor Condition Applications 

According to documents submitted to the Minnesota Department of Education and the Hopkins Public Schools website there are three “new” Chinese teachers for the 2017-2018 school year. Therefore, it is not possible to have seven new hires for the 2017-2018 school year. I suspect Hopkins Public Schools is falsifying information submitted to the U.S. Department of Labor, and Citizenship and Immigration Services as well as to the Minnesota Department of Education.

2. Yuqi Li This request is for the 2017-2018 school year. We need the community expert license in order to obtain a visa to work in the USA.

4. Ruoxi Song Her Labor Condition Application (LCA) lists her employment as "new employment. However, during the 2016-2017 school year she worked for Lakes International Language Academy in Forest Lake. On the non-licensed community expert (NLCE) application it states, "She worked successfully in the 2016-2017 school year for Forest Lake Schools. The position is being eliminated at Forest Lake." 

5. Dan Zhao is a Hanban/Confucius Institute sponsored teacher who just arrived in the USA on a J-1 visa to teacher. This is a special exchange arrangement with Hanban/Confucius Institute.


Problematic Issues with these LCA Applications 

Rong Zhan 

1. Rong Zhan is listed as "New Employment" in 2015, but began teaching for Hopkins Public Schools in 2014.

On the Hopkins District website it states, "During Rong's seven years in Beijing, she taught international students from all over the world Chinese. Rong got her K-12 teaching Chinese license from St. Cloud State University. Rong continues attending courses and workshops to learn more teaching strategies and theories. She is very excited to work at Eisenhower /XinXing Academy and looks forward to working with you."

The 1924 Immigration Act [3] made obtaining a visa under a false name or submitting false evidence in support of a visa application a federal crime.

1907. Title 8, U.S.C. 1324(a) Offenses

Title 8, U.S.C. § 1324(a) defines several distinct offenses related to aliens. Subsection 1324(a)(1)(i)-(v) prohibits alien smuggling, domestic transportation of unauthorized aliens, concealing or harboring unauthorized aliens, encouraging or inducing unauthorized aliens to enter the United States, and engaging in a conspiracy or aiding and abetting any of the preceding acts. Subsection 1324(a)(2) prohibits bringing or attempting to bring unauthorized aliens to the United States in any manner whatsoever, even at a designated port of entry. Subsection 1324(a)(3).







Harboring -- Subsection 1324(a)(1)(A)(iii) makes it an offense for any person who -- knowing or in reckless disregard of the fact that an alien has come to, entered, or remains in the United States in violation of law, conceals harbors, or shields from detection, or attempts to conceal, harbor, or shield from detection, such alien in any place, including any building or any means of transportation.

Yuqi Li

4. Yuqi Li has been teaching for Hopkins Public Schools since 2015. Yet, her LCA application is for "New Employment" starting in 2017. 

On the Hopkins District website it states, " Yuqi Li has a BA in Education from Suzhou Normal University in China and an MA in K-12 Music Education from St. Thomas University in St. Paul.  She taught elementary school in China for six years before coming to the U.S.  She currently teaches XinXing Grade 5."

Ruoxi Song

Ms. Ruoxi Song began working for Hopkins Public Schools in 2017. Her Labor Condition Application (LCA) lists her employment as "new employment. However, during the 2016-2017 school year she worked for Lakes International Language Academy in Forest Lake. On the non-licensed community expert (NLCE) application it states, "She worked successfully in the 2016-2017 school year for Forest Lake Schools. The position is being eliminated at Forest Lake." 

We can see below that two File Folder Numbers were created for Ruoxi Song. The first is from her stint with Lakes International Language Academy and the second is from the Hopkins Public Schools.
