XinXing Academy, Hopkins Public Schools' Chinese immersion program, opened at Eisenhower Elementary School in 2007. XinXing means New Star in Mandarin Chinese. XinXing attracts students from all parts of the Hopkins School District, as well as from other school districts in the Twin Cities area through open enrollment.
The XinXing Chinese immersion program is part of Eisenhower Elementary School. We are one school community with two high-quality educational programs. We have two Chinese immersion classrooms at each grade level, K-6. XinXing students will have Chinese immersion course offerings for grades 7-12 at Hopkins West Junior High and Hopkins High School so that they can continue their Chinese as part of their secondary coursework and prepare for advanced coursework in Chinese at the college level.
XinXing offers two sections of full-day kindergarten each year. We believe that having full-day kindergarten provides students with sufficient contact with the language to form the necessary base for success in first-grade and beyond.
XinXing is an early total immersion program. That means that all core subject matter is taught in Mandarin Chinese for the full day in grades K-2. Students learn to read and write in Mandarin first. English language arts are introduced for the equivalent of one hour per day beginning in grade 3, and there is an even distribution of English and Mandarin by grades 5-6. Our goal is biliteracy in Chinese and English. Special curriculum areas (art, music, physical education) are taught in English, but we infuse Chinese language and culture into those courses whenever possible.
XinXing classrooms have been designated Confucius Classrooms by the Confucius Institute at the University of Minnesota. As part of this designation, XinXing has received grants to support Chinese cultural experiences such as Chinese music, dance, art and Gong Fu. Teacher training and materials have also been provided by the Confucius Institute to support Chinese language learning. A sister school connection between XinXing and an elementary School in China is also being supported through the Confucius Institute affiliation.
According to documents submitted to the Minnesota Department of Education and the Hopkins Public Schools website there are three “new” Chinese teachers for the 2017-2018 school year. Therefore, it is not possible to have seven new hires for the 2017-2018 school year. I suspect Hopkins Public Schools is falsifying information submitted to the U.S. Department of Labor, and Citizenship and Immigration Services as well as to the Minnesota Department of Education.

Xin Zhang
Xin Zhang has been teaching for Hopkins Public Schools since 2015. Yet, her LCA application I-200-17062-011636 is for "New Employment" starting in 2017.
On the Hopkins District website it says "Xin Zhang teaches Chinese Immersion at Hopkins West Junior High. She has taught at the secondary level Chinese in United States since 2013."
According to the Hopkins Education Association (HEA) 2017-2018 Teacher Seniority List April 23, 2015 is the Board Action Date that her employment was approved by Hopkins School Board approved her contract.

Ms. Ruoxi Song began working for Hopkins Public Schools in 2017. Her Labor Condition Application (LCA) lists her employment as "new employment". However, during the 2016-2017 school year she worked for Lakes International Language Academy in Forest Lake. On page 3 of the non-licensed community expert (NLCE) application it states, "She worked successfully in the 2016-2017 school year for Forest Lake Schools. The position is being eliminated at Forest Lake."
We can see below that two File Folder Numbers were created for Ruoxi Song. The first is from her stint with Lakes International Language Academy (ISD 4116-07) and the second is from Hopkins Public Schools (ISD 270). The information below is from the Minnesota Department of Education Teacher License Lookup website. Searches can be done by name or file folder number.

Yuqi Li has been teaching for Hopkins Public Schools since 2015. Yet, her LCA application is for "New Employment" starting in 2017.
On the Hopkins District website it states, " Yuqi Li has a BA in Education from Suzhou Normal University in China and an MA in K-12 Music Education from St. Thomas University in St. Paul. She taught elementary school in China for six years before coming to the U.S. She currently teaches XinXing Grade 5."
On her Non-Licensed Community Expert (NLCE) application it clearly states on page 2, "This request is for the 2017-2018 school year. We need the community expert license in order to obtain a visa to work in the USA."
It is also interesting to note that Hopkins Public Schools submitted her Labor Condition Application on March 3, 2017 a full month before the Minnesota Board of Teaching granted her approval for a one-year non-licensed community expert (NLCE) special permission required for laypeople to teach in Minnesota without a teaching license. Her NLCE application was approved April 7, 2017.
